Dries Van Bilzen
I&AM Operational Service Manager
European Commission

I started my career as Government Official at the Municipal Police in Weert – The Netherlands in 1980 were I’ve implemented and administered an automated Ticket Settling System.

In 1988 I changed jobs and became software engineer at the Audax Group in Gilze – The Netherlands were I’ve developed the first Oracle client-server applications and made bridges with COBOL mainframe applications.

In 1995, after successfully finishing the selection procedure to become an official of the European Commission, I joined as Oracle specialist the e-mail service of the then so-called Direction Informatique (since 2005 Directorate-General for Informatics). I have participated in two migrations: first from an in-house built e-mail system to an X.400 based system (Route400) and in the early 2000s in a second migration to an SMTP based system (MS Exchange).

In 2002 I joined the team to set-up and administer a Metadirectory Service based on MMS in where HR and IT related data were joined to provision users and give them the access rights needed. I spent a lot of time in giving training to HR and IT services to make them understand their role in this process and that data quality was paramount.

In 2009 the Metadirectory Service was transformed into an Identity and Access Management Service in where I became the Operational Service Manager.  My main role nowadays is to coordinate and give guidance to HR and IT services for the many reorganisations in the Commission which have an impact on the access rights towards corporate and local Information Systems.
